You can have two cacti in your garden at a time. They are available from level 3 and each one you harvest will unlock the next one. There are currently four  different cacti available.   Cacti can only be harvested when the flower is open. 
The flower opens in cycles, you need to catch it at the right time!  
The flowering cycles are different for each cactus.
